The Threat of Nuclear Weapons in the Ukraine Conflict

The possibility of Russia using nuclear weapons in the conflict with Ukraine is a real concern, according to CIA Director William Burns. He emphasized the risks of escalation and expressed his belief that there was a genuine risk of the potential use of tactical nuclear weapons in the fall of 2022. However, Burns also stated that the West should not be intimidated by Russian President Vladimir Putin’s threats, describing him as a bully who engages in saber-rattling tactics.

In response to the escalating tensions, President Joe Biden ordered Burns to meet with his Russian counterpart, Sergey Naryshkin, at the end of 2022 to reiterate the consequences of nuclear escalation. Burns highlighted the importance of direct communication in addressing the risks posed by the potential use of nuclear weapons on the battlefield. Despite these efforts, the White House did not provide an immediate response to inquiries regarding the situation.

The Kursk offensive conducted by Ukrainian troops in Russia’s Kursk region in early August had a significant impact on the conflict. The offensive boosted the morale of Ukrainian troops, exposing vulnerabilities within Putin’s Russia and its military. This development rattled the Kremlin and led to discussions regarding potential amendments to Russia’s official nuclear doctrine.

However, in response to Ukraine’s incursion into Kursk, Deputy Foreign Minister Sergei Ryabkov indicated that the Kremlin is considering amendments to the nuclear code.
